President of Uzbekistan Shavkat Mirziyoyev and head of Chinese зarliament Zhao Leji discussed China’s support in the reform program in Uzbekistan, cooperation between the two countries in education and other issues.
President of Uzbekistan encouraged foreign investors to participate in projects for the joint construction of hydroelectric power plants in neighboring Kyrgyzstan and Tajikistan, as well as the China-Kyrgyzstan-Uzbekistan and Uzbekistan-Afghanistan-Pakistan railroads.
Shavkat Mirziyoyev met with Erkin Tuniyaz, chairperson of the regional government of Xinjiang Uyghur Autonomous Region of the People’s Republic of China. They discussed increased cooperation between their regions, which account for 10% of bilateral trade.
President approved the agreement to establish the production of hybrid and electric cars in Uzbekistan jointly with China’s BYD. The plan aims for 50,000 units by 2024 and 500,000 in the future through a complete knock-down (CKD) approach. The expected investments amount to $160 million.
BYD, which in collaboration with Uzavtosanoat initiated the assembly of hybrid and electric vehicles in Uzbekistan, asked the government to limit the “disordered” influx of electric cars. The company cited concerns that imported models are not suitable for the local climate and road conditions.
China replaced Russia as Uzbekistan’s primary trading partner in 2023. Trade with both countries increased, with growing imports to Uzbekistan and decreasing exports. At the same time, trade with neighboring Kazakhstan and Kyrgyzstan declined.
Presidents of Uzbekistan and China signed a joint statement as an outcome of a summit in Beijing that declared an “all-weather” comprehensive strategic partnership.
Uzbekistan’s natural gas supplies to China almost halved in 2023, reaching $563.5 million. In December, exports amounted to $54.5 million.

Uzbekistan increased its natural gas exports to China in May, with supplies rising to $78.16 million, almost double the amount exported in April. Despite this increase in exports, the country’s gas production continues to fall.
Uzbekistan resumed exporting natural gas to China after a three-month break. The volume of gas supplies in April amounted to $40.5 million.
At the CA-China summit in Xi’an, the President of Uzbekistan proposed aligning the national development strategies of the six countries, creating a “new economic dialogue”, boosting interconnectivity and doubling trade with China by 2030.
President of Uzbekistan met with his Chinese counterpart in Xi’an to discuss bilateral cooperation. The two leaders adopted a program for the development of a comprehensive strategic partnership in the new era between the two countries for 2023−2027 and signed 41 documents, covering various areas.
President unveiled measures to reduce poverty and unemployment, such as signing contracts with businesses to train workers, providing preferential access to infrastructure and credit, implementing a new program based on China’s experience, and revising the procedure for granting loans and subsidies.
A statement by the Chinese Ambassador to France questioning the sovereignty of the former Soviet Union countries provoked a diplomatic scandal. A number of European countries reacted, and China reassured that it respected the independence of all states that became independent of the Soviet Union.
During the first Central Asia-China ministerial meeting, Uzbekistan proposed to host Forum of Heads of Regions of Central Asia and China in the second half of 2023 to strengthen partnerships, identify growth opportunities, and enhance inter-regional development.
Uzbek President proposed to build a car plant in Syrdarya region jointly with partners from China. “The more car plants, the lower the price will be, and the quality will also improve,” said Shavkat Mirziyoyev. In Syrdarya, businesses will also take part in building roads.
